China NPG Glut: Who Staffs the Retrofit
Three Shenjian units closed in one night and the notice listed assets, equipment and orders, never people. What a China retrofit asks of a foreign plant.

Chemical Talent Research · Capacity Exit Watch
A Chinese listed company closed three units in one evening and disposed of the buildings, the equipment and the order book in writing. The people running those units appeared nowhere in the document. This report takes that omission apart, for the foreign plant that meets the same event with a committee in Europe asking what the local paperwork cannot answer.

Coverage: neopentyl glycol synthesis and refining, polyester resin esterification and polycondensation, powder coating application, and the group's equipment manufacturing arm
The group HR director of a European specialty-chemicals group spent Monday morning on a document her China team had sent up for approval. It ran to four sections: the neopentyl glycol unit at the Ma'anshan site stops, here is the equipment list, here is how the customer orders are protected, here is the effect on full-year results. Every section complete. Nothing on the operators who run the unit, because the template the China team copied has no section for them.
That template comes from the domestic peer set. On the evening of 26 October, Shenjian Co published one notice covering three units at three subsidiaries. Ma'anshan Shenjian, wholly owned and registered in the Hexian economic development zone in Anhui with RMB 200m of capital, stops its neopentyl glycol line and rebuilds at the same address for 100,000 tonnes a year of polyester resin, at a total investment of RMB 180m over 24 months. Lihuiyi Shenjian, held 51 per cent, shuts its line outright and seeks partners or buyers for the business and the assets. Wuhu Shenjian Yuchang, wholly owned under the group's Jiaye Aviation arm, stops its rail transit door and ladder line and moves that business into the parent company.
The losses are unaudited to 30 September. Ma'anshan minus RMB 9.82m, Lihuiyi minus RMB 9.10m, Yuchang minus RMB 6.07m, that last unit holding RMB 78.6m of assets against RMB 9.48m of revenue. Together the three units lost RMB 25.0m in nine months. At group level the figure is modest against first-three-quarter revenue of RMB 1.818bn, down 0.87 per cent, and a net loss attributable to shareholders of RMB 41.67m against a profit in the prior period, a swing of 237.43 per cent. Recurring net loss reached RMB 46.75m, and operating cash flow was negative RMB 199m, worsening 42.63 per cent.
What the group is retiring is the part that feeds its own main business. Shenjian is one of the larger Chinese producers of powder coating resin, with 320,000 tonnes of capacity across Wuhu, Huangshan and Zhuhai. Output in 2025 was 237,700 tonnes and sales 232,900 tonnes, close to running flat out, on revenue of RMB 2.049bn. Neopentyl glycol is one of the polyols that go into that resin, so the unit being closed supplies the product line that is staying.
Cutting feedstock and adding capacity downstream reads one way in an oversupplied market. The unit being retired is the least valuable segment of a business the group intends to keep, and nobody has settled the question of who works on it.
Data basis: the financial figures come from the company's third-quarter report for 2026 and its 2025 annual report. The disposition of the three subsidiaries, and the industry judgement attached to it, come from the notice of 26 October 2026 on the closure and conversion of subsidiary lines. Neopentyl glycol capacity and self-sufficiency are cited as the notice cites them, from Sublime China Information. Prices and operating rates come from public industry price services, pay bands from live employer postings quoted as monthly ranges. Samples for the same role in the same city are thin, so no percentiles are offered and no aggregator estimates used. Group average compensation is the annual-report figure, inclusive of employer social insurance and housing fund, and is a scale reference rather than an individual income.
1. Why this unit sat on the wrong side of the cost curve
What closed this unit was ten years of capacity additions. The notice quotes an industry chronology. In 2016, as Lihuiyi Shenjian, Huachang Chemical and Wanhua Chemical entered, domestic neopentyl glycol capacity grew to roughly 200,000 tonnes while demand from powder coatings and resin reached around 250,000 tonnes. Capacity fell short and imports filled the gap.
Nine years later the position reversed. Per Sublime China Information, capacity has passed one million tonnes, with Wanhua Chemical, the BASF Zhanjiang site, Satellite Chemical, Huachang Chemical, Bihai and Luxi Chemical among the producers, and the domestic self-sufficiency rate above 100 per cent. The notice adds that further capacity is planned for 2026, that the market is trending toward surplus, and that competitive advantage now sits with integrated producers, meaning those with their own isobutyraldehyde.
The surplus is now more than double the original shortfall, and the price line records it. Industry price services show the product falling from RMB 11,900 a tonne earlier in the year to around RMB 7,700, tracing an inverted V, before recovering to RMB 9,350 to 9,500 in the second half of October.
Where the floor sits depends on the cost line. On late-August feedstock prices, the full cost of the disproportionation route was about RMB 8,500 a tonne against a prevailing market price of RMB 7,700 to 8,000. After freight, packaging and labour, the loss ran RMB 500 to 800 a tonne. Over the same weeks the leading hydrogenation producers, with their own isobutyraldehyde, held a thin margin. Isobutyraldehyde traded at RMB 6,300 to 6,500 through June and July and eased to RMB 6,200 to 6,300 in August, and that slide in feedstock is what left the downstream any room at all.
The two process routes therefore ended up in different businesses. Disproportionation plants are underwater, running below 30 per cent utilisation, with most small and mid-sized operators shut or half-shut. Hydrogenation producers with an integrated isobutyraldehyde position would rather compress margin than lose share. Industry-wide utilisation recovered to 79.65 per cent in mid-August, which sounds healthy and is not: it is the top of the curve running hard, not the industry.
Wanhua Chemical's unit status on 19 October shows the split. Two 50,000-tonne trains running steadily, the 80,000-tonne third phase at 60 per cent load, the 100,000-tonne fourth phase steady. When the operator with the best cost position in the market is holding a train at 60 per cent, the problem is not company-specific.
For a foreign principal the lesson is not about nationality. The BASF Zhanjiang site appears on that producer list precisely because it is integrated, and a foreign plant without its own isobutyraldehyde sits on the same side of the line as the local disproportionation operators. Neopentyl glycol capacity China built in the last decade was largely built without feedstock integration, and the plants that are now marginal are the ones that bought their raw material on the merchant market.
Ma'anshan Shenjian occupies exactly that position, with no captive feedstock and a high all-in process cost. The notice's language is that competition is intense, the unit cannot be profitable, and its continued existence does not fit the group's overall strategy. Lihuiyi Shenjian is one step worse: alongside the cost problem, the notice records that the main equipment is seriously aged after years of service, that technical upgrading would require substantial capital, and that the room for further development is limited.
Put those two sentences back into the industry and one rule emerges. On a product like this, the fate of an older unit is set by feedstock self-sufficiency rather than by management capability. Without integration, running the plant flat out and squeezing cost to the limit still leaves it struggling below somebody else's cost line.
That is why the Ma'anshan unit was converted rather than simply closed. The neopentyl glycol line stops and the same site is rebuilt for 100,000 tonnes a year of polyester resin: RMB 180m total, of which RMB 160m is fixed investment, self-funded, over 24 months. The notice gives the siting rationale. East China is the largest, oldest and most complete market for powder coatings in the country, and the Hexian provincial fine chemicals park carries utilities, environmental infrastructure and port logistics.
The operative sentence is that the project will make maximum use of existing assets on the original line. A chemical polyester resin retrofit is cheaper than a greenfield build for reasons that never appear on the equipment list: utility headers, tank farm, effluent treatment, hazardous chemicals operating licences, fire acceptance, environmental approval, and a workforce that already knows the site. RMB 180m for 100,000 tonnes works out at RMB 1,800 per tonne of capacity, a scale reference only, since the notice does not split civil works, equipment and installation.
The notice has no equipment schedule, and the boundary of the conversion can be inferred from what the two processes are made of. The skeleton of a neopentyl glycol unit is condensation reactors, hydrogenation reactors, distillation columns, hydrogen compression and storage. The skeleton of a resin unit is esterification kettles, polycondensation kettles on vacuum packages, fractionating columns, condensers, flaking and milling equipment, and a packing line. What carries over is the tank farm and materials handling, the utility headers, effluent treatment, the DCS hardware and its room, and heat exchange equipment that still meets the new duty after review.
What has to be new is the vacuum package, the fractionating columns, the heat transfer oil system, and the flaking, crushing and packing line. Those are precisely the sections that distinguish resin from neopentyl glycol, which is why the hiring demand of a polyester resin retrofit concentrates there.
| Entity | Holding | Line or business | Net result, nine months to 30 Sep 2026 | Disposition | Workforce in the notice |
|---|---|---|---|---|---|
| Ma'anshan Shenjian | Wholly owned, 100 per cent | Neopentyl glycol, Hexian, Anhui | Loss of RMB 9.82m | Rebuild on site for 100,000 t/y polyester resin, RMB 180m over 24 months | Not mentioned. Unit operators and process staff are retainable, but the process route changes |
| Lihuiyi Shenjian | 51 per cent | Neopentyl glycol, aged equipment | Loss of RMB 9.10m | Line closed; business and assets offered to partners or buyers | Not mentioned. Disposed of with the assets |
| Shenjian Yuchang | Wholly owned under Jiaye Aviation | Rail transit doors and ladders, captive supply to the parent | Loss of RMB 6.07m | Line closed; business moved in full to Jiaye Aviation, main equipment retained in use | Business transferred in full, so the workforce moves with it |
Table note: net results are the unaudited figures to 30 September 2026 as published in the company notice. The differences in disposition follow the wording of that notice, and only Shenjian Yuchang names a receiving party for the business.
2. What the notice leaves out, and who has to write it
Read the three disposition paragraphs side by side and a fixed order appears. State what the assets are, state what happens to the equipment, state how customer orders are protected, state the effect on current-period results. That order has hardened into a template across Chinese manufacturing plant closure announcements, and the template has no slot for people.
The Lihuiyi paragraph runs the pattern in four moves: the line closes, the business and assets are offered to potential partners and buyers, the main assets are buildings with a small carrying value, and on the basis of market enquiry and internal calculation the effect on 2026 results will not be material. Buildings, land, carrying value, earnings effect. Complete.
The Yuchang paragraph is the most detailed. The existing business transfers in full to Jiaye Aviation, the main equipment can continue in use there, the principal assets are buildings and land use rights, and the closure will not affect delivery of existing customer orders or the continuity of quality assurance. Who takes the business, the equipment, the land and the customers, all four answered.
One phrase carries information that is easy to read past. In the language of Chinese manufacturers, a business transferred in full means the people go with it. Moving a line's business means moving the orders, the process documentation, the tooling, the inspection standards, and the people who can operate them. Equipment can be crated and trucked. A business cannot, unless the operators travel with it. So of the three units, the one with the clearest future for its staff is the one whose notice says nothing about staff.
The other two blanks are real blanks. Lihuiyi is 51 per cent held and is looking for partners or buyers, which leaves the whole asset sitting on the market together with the people on top of it, in a waiting period that is neither redundancy nor employment. Ma'anshan looks as though it has a destination, and the obstacle is process rather than paperwork: reactors, exchangers and utilities carry over into a resin plant, while the process route, the control philosophy and the operating procedures are rewritten from the start, and a cohort of operators has to re-certify.
What that cohort costs is worth putting a number on. The 2025 annual report discloses 1,209 employees and average compensation of RMB 130,500. Divide the nine-month loss of RMB 25.0m by that figure and it comes to roughly 192 person-years. The conversion is a scale reference, since average compensation includes employer contributions and the three units do not pay at the group average, but it measures the decision: the board retired three lines whose cost in labour alone equals close to two hundred people for a year.
Below that, the cost distribution is uneven. Gross margin in 2025 was 13.44 per cent, split between outdoor-grade resin at 11.68 per cent, hybrid resin at 10.87 per cent and high-end equipment manufacturing at 26.5 per cent. Equipment earns more than twice what the chemical side does, and in the first half of 2026 that equipment revenue was RMB 68.5m, down 38.35 per cent, on delayed customer project starts and slower order release.
The contrast is worth pausing on. The group is closing chemical lines and hiring in equipment. Jiaye Aviation states more than 500 employees on its own site, of whom over 80 are in research and engineering, on 230 mu of land with 93,000 square metres of production floorspace. Its live postings ask for 30 assembly fitters, 30 machining fitters and 30 composite fitters, 90 in total, at RMB 6,000 to 10,000, RMB 5,000 to 9,000 and RMB 6,000 to 10,000 respectively, for vocational-school graduates with two years of relevant experience.
One quarterly report, a chemical line closing on one side and a 90-fitter gap on the other. Those are two faces of the same decision. Group capital is moving from a low-margin intermediate to higher-margin equipment supply, and the money saved on the lines has to be caught by people who can read a drawing, use a gauge and repair a composite part.
This is the point at which a foreign principal's paperwork diverges from the domestic template. A European closure runs through information and consultation, works council involvement and a collective redundancy process in which the decision is discussed before it is fixed. Chinese law orders it differently. Article 41 of the Labour Contract Law lists a change of production among the grounds on which an employer may make economic layoffs, and requires contracts to be amended first, with reduction following only if the amendment fails. Above 20 people, or below that but 10 per cent or more of the workforce, the employer must explain the position to the trade union or to all staff 30 days ahead, hear their views, and report the plan to the labour administration.
Two consequences follow. The first is procedural: in a conversion like Ma'anshan's, the law already assumes offer-then-reduce, so the timetable runs from the day the change is announced, not from the day the new plant starts. The second concerns disclosure: the headcount plan is filed with the labour authority and negotiated with the union, which is why it never surfaces in a stock exchange notice. A group committee reading only the announcement will conclude there is no plan. There is one. It is somewhere else.
So the document the European committee wants has to be built locally, in three parts. A headcount map that cuts the roster by capability rather than job title. A route map setting amendment, transfer, redeployment and termination against the 24-month calendar, with the Article 41 thresholds marked. And a consultation calendar that puts employee communication ahead of the equipment tender. None can be assembled from the notice, and all three are needed before the retrofit budget is approved.
The pay data below puts the chemical process segments and the equipment side on one page, drawn from postings live in the same period.
| Segment | Typical role | Plant type | Entry threshold | Posted pay |
|---|---|---|---|---|
| Neopentyl glycol | DCS panel operator | Continuous, large train | Vocational to junior college, three-shift rotation | RMB 6,000-7,500 per month |
| Neopentyl glycol | Field operator | Continuous, field duties | High school to junior college, three-shift rotation | RMB 5,000-6,500 per month |
| Polyester resin | Lead operator | Batch kettle, multi-grade switching | Junior college, chemical background | RMB 8,000-15,000 per month |
| Polyester resin | DCS control operator | Batch kettle | Junior college, trainable | RMB 5,000-8,000 per month |
| Polyester resin | Field assistant operator | Batch kettle | Vocational school, no prior experience | RMB 5,000-7,000 per month |
| Equipment supply | Assembly, machining and composite fitters | Discrete, low-volume high-mix | Vocational school, two years or more | RMB 5,000-10,000 per month |
Table note: pay is taken from employer postings live between September and October 2026, quoted as monthly ranges with no annual-bonus multiple stated, so treated as 12 months. Samples differ by employer and city, and the table supports structural comparison rather than a claim about equal pay for equal work.
3. Batch is a different job, not a lower one
Both roles stand at a reactor, and a move between a batch and continuous plant changes the rhythm of the work. The pay gap follows it.
Neopentyl glycol runs continuously. Isobutyraldehyde and formaldehyde condense under alkaline conditions to hydroxypivalaldehyde, which is hydrogenated to the finished product, or the disproportionation route yields neopentyl glycol and sodium formate together. Either way the train is 50,000 to 100,000 tonnes, feeding and discharging around the clock without pause. On a train like that the operator's job is to keep the numbers still: temperature, pressure, hydrogen-to-oil ratio, the delta between column top and bottom. Any drift touches a whole batch, so the panel operator watches trend lines and intervenes as a parameter moves.
Polyester resin runs in batches. Polyols and polyacids are charged to the kettle by formula, heated through esterification, then drawn down under vacuum for polycondensation, with acid value and viscosity deciding the end point. On specification the batch cools, takes additives, discharges, solidifies and is crushed. One kettle, one batch, with a clean-out and a formula change between batches. The same train may make three grades in a day, each with its own ratio, temperature curve, vacuum level and end-point criterion.
The two rhythms ask experience to sit in different places. On a continuous train the process engineer's value is in locating the operating window and fixing it, and once the train is stable the daily work is monitoring and optimisation, with the knowledge settling into procedures and advanced control. On a batch train the window is recalculated every batch, and how clean is clean enough to avoid cross-contamination has no standard answer. The lead operator's eye and hand supply it.
That explains the DCS operator salary spread in the table. A resin lead operator is posted at RMB 8,000 to 15,000 against RMB 6,000 to 7,500 for the neopentyl glycol panel role, and neither qualification nor hazard explains the difference. On a batch train the person decides the first-pass yield. When a continuous train goes wrong it is the equipment or the process; when a batch train goes wrong, the first question is what the lead operator saw and when.
There is a second pricing problem, specific to foreign employers. A batch operator in a European plant sits on a group pay grade that converts to well over twice the local lead-operator range. Mapping the grade across instead of pricing the role fails twice: a budget that cannot be approved, and a band so far above market that the plant attracts people it cannot retain past the second campaign. The local range is what the same work costs here, and the grade has to be rebuilt around it.
On that basis the Ma'anshan cohort sorts by transferable process skills into three groups. General unit operations, meaning heat exchange, distillation, pumps, utilities and DCS interface work, transfer completely, and these are the people a conversion should fight to keep. Process knowledge and control philosophy, meaning reaction mechanism, catalyst management, formula systems and end-point judgement, transfers barely at all, because hydrogenation and polycondensation are different chemistry and have to be learned again. Safety and compliance capability, meaning hazardous chemicals certification, permit-to-work, emergency response and effluent plant operation, transfers and is scarce, because that capability is portable across a chemical park and works the same on a different product.
Sorted that way, the establishment should be approved by structure rather than by headcount. On headcount, a 100,000-tonne resin plant carries a complement close to the 50,000 to 100,000-tonne glycol unit it replaces, and the numbers look adequate. On structure, the shortfall is lead operators who understand batch formulas and end-point judgement, process engineers who know polycondensation, and equipment engineers who know vacuum systems and flaking. The surplus is continuous-train operation and monitoring.
The project calendar has two staffing peaks inside the 24 months. Installation and pipe prefabrication need welders, pipefitters, riggers and installation technicians, and that work can be contracted out without entering the establishment. Single-machine and integrated commissioning need process, equipment, instrumentation and electrical technicians plus lead operators, and those must be on the owner's payroll, arriving six months early to run the pre-commissioning checks. If they are not there, nobody can tell an anomaly from a normal start-up transient on the day of first feed.
That makes the real hiring window the six months before commissioning, not the month the project is approved. The commissioning team is the constraint, and it is the one item on the retrofit budget that cannot be bought late at any price.
One constraint never makes it onto the establishment table: people will not travel far. From Hexian, an hour's drive covers the Ma'anshan, Wuhu and Nanjing chemical and new materials clusters, which means the operators there are not short of alternatives. Close a line and the experienced hands will find equivalent work within a few dozen kilometres rather than wait two years for a conversion to restart. That is where a closure bleeds first: a tranche leaves on the severance payment, the retrofit finishes two years later, and there is nobody experienced left locally to hire.
At group level the signal matters more than the accounting. A leader in this industry tends to point where the industry is going: out of oversupplied intermediates, into finished products where brand and formulation create the margin, contracting on the low-margin chemical side and adding people on the higher-margin equipment side. For anyone hiring in chemicals, that changes what makes a candidate valuable. It used to be the size of the train you had worked on. It is now whether you can explain how the operating window on your process was established in the first place.
| Indicator | Current reading | What to watch |
|---|---|---|
| Industry operating rate, neopentyl glycol | 79.65 per cent in mid-August | Held up by top-of-curve load; only a fall below 70 per cent confirms real cuts |
| Disproportionation cost against market price | About RMB 8,500 a tonne against RMB 7,700-8,000 | Restart becomes rational only when the gap narrows inside RMB 300 |
| Resin capacity utilisation | 320,000 tonnes of capacity against 232,900 tonnes sold | The denominator after the new 100,000 tonnes starts, which decides whether to hire |
| Retrofit duration | 24 months | The six months before commissioning is the real hiring window for process and equipment roles |
| Group average compensation | RMB 130,500 a year, 2025 | Both the base of the saving and the anchor for transfer pay offers |
Table note: the first two rows are public industry pricing and statistics; capacity and duration come from the annual report and the notice; compensation is the disclosed annual-report basis. The indicators are for tracking, not for forecasting any individual company's results.
What this means for a foreign principal is a three-question test that fits on one page. Is the plant continuous or batch. Is the process knowledge the same chemical family. Is the safety and compliance certification portable. Two out of three and the person is worth a conversation. Only the third and you are looking at an operator, not an engineer, and should price the role accordingly. A chemical industry headhunter working this market runs that test before the search opens, not after the shortlist disappoints.
One further point deserves deciding early. A closure is handled as a cost event, when it is also the only clean chance to reset an establishment. Match the old roster by job title and most of it will not fit the new plant; split it by capability and retention comes out higher than the first estimate. Finish that split within the first month after the announcement. Left until the six months before commissioning, the cohort has dispersed and the retrofit buys lead operators at market price.
